A work around that prevents the root mailbox from filling up is this (as
root):

mkdir /usr/lib64
mkdir /usr/lib64/sa
touch /usr/lib64/sa1
touch /usr/lib64/sa2
chmod -R 777 /usr/lib64

I think this issue needs to be investigated further (I'm trying to work
on it
myself).

But when sysstat is installed as part of an "everything" install, it's
broken
on install.  when installed after the initial EL install, it seems to
work.
