Both SMP and ACPI HT need to be enabled.  I just checked the i686-smp 
default config in the kernel source and it's not configured there. 
I wonder why it was turned off and if it's the same way on the RH kernel. 
If it were, I'd expect to see plenty of posts about it when searching...
There "shouldn't" be any harm in enabling it and once enabled, you can 
disable it with an append statement.

I guess I'll just need to remember to build my own kernels if we end up 
using WB.

I think the key here is that you are using a SMP kernel.  IIRC that is how 

the HT part is enabled.
