I've got apt ported/built for rhel available from:
http://apt.kde-redhat.org/apt/fedora/3.0/RPMS.stable/
SRPM: 
http://apt.kde-redhat.org/apt/fedora/all/SRPMS.stable/apt-0.5.15cnc6-0.fdr.11.src.rpm

I used fedora.us's apt as a starting point.
