Yes, with some older Red Hat versions.

That's not good.  Are you sure it wasn't just yum downloading lots of
header files?

When Red Hat used to do this occasional (stalled rpm), the trick to get it
moving again was to kill rpm, cd /var/lib/rpm, and mv __db.00? to another
directory (like /var/lib/rpm/bak).  Then try using rpm to install/upgrade
a package.
