I seemed to have traced this to 2.4.21-20.0.1.ELsmp.
2.4.21-15.ELsmp does not have this issue. 

For those just tuning in:

df -h reports 1 for a NFS partition with a terabyte of space:
ip4700-spa:/A0           1     1     1   0% /mm

but on a system running rehat 7.3 or 2.4.21-15.ELsmp it reports correct values:
ip4700-spa:A0         1.2T  311G  947G  25% /mm
