John Morris released a non mp3 version on 12-27-04 called:
arts-1.1.3-2.3WB1.i386.rpm. It is referenced in the headers and 
header.info, so it should up2date properly. 

It is on ftp.esat.net [but not on ftp.jach.hawaii.edu]. The mirror 
mirror.physics.ncsu.edu is on Xmas vacation, but I believe that is 
where I first saw it.

>From rpm -q --changelog --package arts-1.1.3-2.3WB1.i386.rpm we 
see the comment:

"Rebuilt without mp3 support, accidentally included in first relese"

It installs without complaining on at lease one box without madlib.
