Nope.  Because the problems of building as root had been brought out in 
testing RC1 & RC2, for 3.0 all packages were rebuilt as the user buildsys 
except for a couple which failed to build correctly.  Those are:

kdenetwork
ghostscript
isdn4k-utils
rpm
tcpdump
rpmdb-whitebox

and gettext which was copied in from RC1 and was built as root because 
everything for RC1 was done that way.
