I don't have the time to play with this right now myself, but it would
definitely be worth proceeding with the OpenVPN instructions as if you
had the module loaded. That should work if TUN/TAP is compiled into the
kernel (i.e., not a module). If you want to determine this without going
through the steps, you could look for a config file for the kernel
WBEL/RHEL installs. Most of my own experience is with Debian and not
WBEL/RHEL, but if it's anything like it is on Debian there would be a
config file for your installed kernel packages in /boot. You'd grep that
for TUN or TAP and see if there's a 'y', which would mean that feature
is compiled into the kernel in a non-modular fashion.

or someone else will be able to assist you further.
