I think you can use the rpm webmin-1.140-1.noarch.rpm from the webmin
site:
http://webmin.com/download.html

If that doesn't install for some reason, I built (but didn't install) a
version of the rpm from the Webmin SRPM on a WBEL machine that you can
download from here:

http://www.hughesjr.com/wbel/webmin-1.140-1.noarch.rpm
