I figured out my problems.  In case anyone else has the problem, the
routing issue had to do with not having my DNS servers in
/etc/ipsec.d/policy/clear.  I also included the file
/etc/ipsec.d/examples/no_oe.conf.  I also had a problem getting the
tunnel to come up until I disabled compression.
