WBEL, is just a source rebuild of RHEL without the IP bits that
RedHat says you can't reuse.

It's primary goal is to stay as close to binary compatible with RHEL
as possible.  So there isn't really a stable/unstable/testing type
setup.  Nobody really develops new packages to integrate.  The
existing RedHat SRPMS are used to build packages.

The closest thing to unstable/testing that WBEL has, is probably
the Fedora distro, which in theory RedHat is using to make the next
distribution of RHEL 4.0.
