No, yum isn't slow, the mirrors are totally overloaded.  I too was quite
disappointed at the rate of updating when I first installed WBEL, but
having once hit a 'good' mirror and saw how fast it could be I realised
where the problem is.  I have since set up my own local (private) mirror
and now all my machines update at a reasonable rate.
