I have used OpenSwan with WBEL.  You don't have to compile anything into
the kernel because ipsec is already built into it.  As I remember there
were pretty good instructions on installing openswan with RHEL.  I
encountered three issues. =20

1) Make sure you have your DNS servers in /etc/ipsec.d/policy/clear
2) Include the file /etc/ipsec.d/examples/no_oe.conf in your main conf
file
3) I couldn't get the tunnel to come up until I disabled compression
