what's the output from...

$ rpm -q gpg-pubkey

It looks like the GPG pubkeys used to sign the RPMs can't be found.
You can reinstall the Whitebox key with...

# rpm -ivh /usr/share/doc/whitebox-release-4/RPM-GPG-KEY
