Have you tried installing the RPM by hand?  It might be a yum bug.  I'm
pretty sure I used up2date instead of yum and don't recall any errors.

[whooper@snowball whooper]$ rpm -q nptl-devel
nptl-devel-2.3.2-95.30
[whooper@snowball whooper]$ uname -a
Linux snowball.private.whooper.org 2.4.21-27.0.1.EL #1 Fri Dec 24 14:31:38
