You can disable this in your ~/.rpmmacros file:
$ cat ~/.rpmmacros
%_unpackaged_files_terminate_build 0
%debug_package %{nil}

rpmbuild by defualt strips the debugging info from the binaries. this
makes for a smaller faster binary. debuginfo packages are only needed
to be installed if you need to debug a packages that is acting up. the
striped info is put into the debuginfo package
