Yes, we really need to know this and see the actual error messages to
help much more.

Any chance you have a line like "distroverpkg=fedora-release"
somewhere in your yum.conf?

Your comment was that it runs some websites so it can't have a fresh
install.  You would prefer that these websites run on a box without
updates? ;)
