/etc/localtime was the clue. I just did a
sudo cp /usr/share/zoneinfo/US/Eastern /etc/localtime
And now it is showing the correct local time (EDT).
I guess the install of tzdata-2006m-3.el3 didn't update /etc/localtime
for some reason...
