At least on RHL 9 it is part of /sbin/new-kernel-pkg (which is a bash
script) which gets ran as part of the postinstall scripts for the kernel.
[whooper@srv0712p whooper]$ rpm -q --whatprovides /sbin/new-kernel-pkg
mkinitrd-3.4.42-1
