The SPEC file contains:
%config(noreplace) /etc/sysconfig/rhn/up2date
%config(noreplace) /etc/logrotate.d/up2date
%config(noreplace) /etc/sysconfig/rhn/sources

The "noreplace" overrides the default behavior.
