If that's all you need to do, you can just add a black hole route for that 
address.  Either route them to your loopback or use reject, like this:
route add -host 1.2.3.4 reject

That should accomplish what you want without needing to get into 
firewalling.

Just wondering what would be the most efficient way to block an IP
address. I'm using Apache and I have a vsFTPd running.  I'd like to block
any attempts from a specific ip address and I wasn't sure if iptables
would block for all down the chain.

Kind of a newbie so be gentle.
