It seems to be in response to the "corporate comfort zone" that has
systemically existed in most large corportations, the kind that will
take the person with a degree (and little experience) over the highly
skilled person without the degree. These certification programs attempt
to fill that gap in the bureaucratic mind. Unfortunately it's also
systemic in the government and schooling heirarchies, which creates an
implied "need" in the populace at large.
Will RH profit? Only in the same way that Microsoft profits from
MSCE-style programs. I personally don't point my finger at RH for these
programs; they're only responding to a demand for paper in the minds of
many.
Whether the paper is worth anything in "real life" is orthogonal to the
desire for the paper existing. :-D
