It seems that the program you want to run is compiled specifically for
the kernel-2.4.21-15.EL ... which you don't have installed. (you have
15.0.3.EL, 15.0.4.EL, but not 15.EL).

Where did you get the file you are trying to install?  If the source RPM
is available, maybe it can be compiled to run on the current kernel
(kernel-2.4.21-15.0.4.EL).
