I don't use Oracle, but from my experience, the RH line of Linux, and probably most, like to keep the RAM in a sort of 'soft reserved' state.  If Oracle uses 10GB at one time, even when the actual current use drops down to say 6GB, the 4GB that's now "unused" is still storing the info that it had from before.  Anytime a process (including Oracle) should come to need the 'unused' RAM, it will be cleaned and made available to the process. So long as you don't start seeing your swap space filling up when it shouldn't, you should be ok.

I've got a couple servers w 2GB RAM in them that behave just like this.  They show almost all the 2GB as used but as you see below, only ~1.2GB is active at the moment.  My swap is showing only 24MB of use.
