Whitebox folks,

Looks like this is solved.  A person on the Redhat group sent this
solution that worked nicely.

Try
 export CVSROOT=/usr/local/cvsroot/
 cvs init
That's how I always do it.  It is also useful if you are creating more
than
1 root. HTH
