Briefly,

Yep, start -> preferences -> more preferences -> sessions -> corfirm
logout (you don't get the chace to restart or shutdown the machine
when you push the logout button).
Anyway, if your user is smart and he tries to change again, try to
change some pam settings as it is described in the redhat docs, here:
http://www.redhat.com/docs/manuals/enterprise/RHEL-3-Manual/ref-guide/s1-pam-console.html

Yep, start -> system configuration -> login screen (or gdmsetup from
the command line) -> security tab -> show system menu
