If using the KDE login manager, kdm, edit /etc/kde/kdm/kdmrc

# "None" - no "Shutdown..." button is shown at all
# "Root" - the root password must be entered to shut down
# "All" - everybody can shut down the machine (Default)
AllowShutdown=Root
