The modem is probably a 'controllerless modem' -- it is modem missing a
$5 chip  -- these modems use the main processor (typically a $100+
chip) to do the work of the missing $5 chip (and do so ineffiently). 
These 'controllerless modems' need a special driver.  The companies
that make these (crap) modems afraid someone will 'steal' their tech if
they published the modem I/O specs.  Therefore there are no Open
Source drivers form most of them -- there isn't a driver included in
your Linux distro.  You can either down load [a closed source] one and
'taint' your kernel OR you can just buy a 'real' modem.  Something like
this (or something similar):

Basically just about any RS232 serial  port modem will work
*out-of-the-box*.

Most often the modem *won't* say they are 'Linux' compatible, but you
can tell anyway.  Check the 'minimum requirements:

486 DX2 or higher (controllerless modems / winmodems won't work on such
		   slow processors)
Works with MS-DOS

Your local Best Buy, etc should have something like this.  About
$50-$60.
