Hi,
I have been waiting for project like this. 
Looks like I can help to host FTP mirror. The Limitation is I do not
have very good skills to implement this. 
Resource details.
I have a PII 450 Box with 10Gb. 
Well connected to a Fiber network. So speed will be good.

If this sounds interesting then write the Plan for Implementation.
