You don't need to install apt-rpm to use an apt repository with up2date.
The below entry in /etc/sysconfig/rhn/sources will allow you to use
up2date with Dag Wieers' RHEL 3 apt repository ... but I decided not to
do it because it wants to replace some WBEL packages with updates.  (I
did use up2date to install mozilla-firebird from Dag's repository. 

apt DAG-RHEL http://apt.sw.be redhat/el3/en/i386 dag

However, while the above format will allow use by up2date, it doesn't
allow you to use the the other functionality of apt-rpm (like apt-cache
search xxxxxx).
