There are 2 kinds of groups ... global groups (groups that are domain
wide) and local groups (groups that only affect that specific PC). 
SAMBA doesn't do local groups ... it does do global groups.  

If the group that is created is a local group (created on each windows
PC), you would add the user to the group by going to "Control Panel ->
Administrative Tools -> Computer Management -> Local Users and Groups"
and adding the the user into the local group.  In this case, you can
also create a global group that has all users you want to be able to do
this (using usrmgr) and on the individual windows computers, add that
global group to the local group created by the program.

If the group that is created is a Global group, then you need to use the
usrmgr tool and add the users from your domain to the group directly.

As I said, I have no experience with this specific program (VS.NET) ...
but I have lots of experience with windows groups in samba and windows.
