[WBEL-users] rsync from NCSU

All,

I've rsync'd the directories from NCSU, thanks to the great directions 
from here:

The thing is, I'm doing this because yum's so slow that I wnt to rsync and 
then run yum against my own box.  His directions basically state that I 
have to run vsftp or httpd.  Is there any way to run yum against the local 
directories without running either service?
